ABOUT CENTER

In 2009 the Central Bank of the Republic of Azerbaijan launched the Electronic Signature Certification System to boost security of corporate information systems, identify information system participants, ensure data integrity, as well as protect authenticity of electronic documents and signature in accordance with  Article 7 of the Law on Electronic Signature and Electronic Document approved by the President of the Republic of Azerbaijan on March 9, 2004, the “E-signature checking procedure” approved by Resolution # 27 of the Cabinet of Ministers of the Republic of Azerbaijan dated January 28, 2006, Regulations on Use of E-Signatures by State Authorities and Local Self-Government Bodies”, “Regulations on Registration and Accreditation of E-Signature Certification Authority and Certification Center (Certification Service Center)” and the Regulations on  supply of certification services, issue and maintenance of certificates and Regulations on Electronic Document Sharing.

The Management Board of the Central Bank of the Republic of Azerbaijan approved ‘The Certification Policy of the Bank Certification Center’ by Protocol # 24 dated October 28, 2014 followed by issue of certificates for users and supply of services according to the Certification Policy.

E-signature tools of the Bank Certification Center are being used by the Central Bank of the Republic of Azerbaijan, public institutions, public legal entities, commercial banks, non-bank credit institutions and credit unions, the Financial Monitoring Service of the Republic of Azerbaijan, the Financial Markets Supervisory Authority, the Azerbaijan Credit Bureau and their customers.

E-signatures of the Bank Certification Center are integrated to the Electronic Document Management System, operated by the Central Bank of the Republic of Azerbaijan, the Electronic Statistical and Analytical Reporting System, The Real Time Gross Settlement System (AZIPS), The Low Value Payments Clearing and Settlement System (LVPCSS) and the goAML operating in the Financial Monitoring Service of the Republic of Azerbaijan and the Centralized Credit Registry system of the Azerbaijan Credit Bureau.

The Bank Certification Service Center (BCSC) was accredited by the Ministry of Communications and High Technologies of the Republic of Azerbaijan according to the legislation.
The main purpose of the accreditation is to apply a single electronic signature infrastructure, minimize related risks and find a legitimate solution to disputable issues.
